The Texas Rainmaker Award acknowledges exceptional leaders who are making lasting impacts in Texas water. Texas Water Foundation is proud to announce our 2022 Rainmaker of the Year as L’Oreal Stepney. There are few Texas champions that have impacted Texas water as much as L’Oreal Stepney. She has served in leadership positions at the Texas Commission on Environmental Quality for nearly two decades, and was named Deputy Executive Director in 2020.
